When Tamiya issues re-releases, do they make parts for those cars available again, too?

I seriously want a Top Force.

I'm not sure of the spare parts policy of Tamiya, but it looks like you can get spare parts for any normal set.(58-series)
I'm guessing it will be harder to get spares for the Limited Edition 849/84-series) and the Special series (47xxx).

Anyway, you are in the best place to get pare parts, as far as I'm concerned. Tamiyausa.com has spare parts listings online and you can by parts there. I don't know of any other distributor that does this.

Depending on the model Tamiya appears to release spare parts but in unknown quantities and not always all the parts of the released model.
For the Top Force at the moment already several sought after parts have been seen in stores.
