Here you go, measurements from an original:

Extra info:
CL R-clip hole is 3mm below top.
Hole R-clip and hole M3 tap are 90 deg rotated, like shown on you drawing.
M3 hole is not through, obviously.

For clarity: the one pictured here (centre) is not an original.

To clarify, is that the very top to top edge of the hole - or very top to centre of the hole?

If the hole too is high the body will rattle & I can correct with a spacer, but too low and it won't work at all :(

The Center Line of the hole is 3mm from the top.

Well it's done, and any worries I had that I might make something that could end up being passed off as the real thing have been dispelled
I really need to look for a small drill press I can keep where I can get to it - that and remember that while using a bell punch to find the centre of a round bar is a great idea, you do have to drill that end rather than the other in order for drill bits to go in straight ...

12mm bar cut to length, faced & counterbored with a combination of drill bits 1.5mm to 6.5mm & boring tool:

Bar reversed in chuck & 8mm step turned; adjustable stop is not standard equipment, it's always in the wrong place & needs a lot of fiddling each time but is very useful:

4mm step turned:

Head rotation wasn't quite right so taper had reached the 8mm step before it was long enough :(

Taper adjusted (but there's still a slight bulge towards the top), R-clip hole drilled, M3 grubscrew hole tapped, light polish with Autosol:
